In order to fully implement the arrangements of the CPC Central Committee and the State Council on further depending the comprehensive reform, safeguard border security, and promote trade facilitation, the General Administration of Customs (GAC) has decided to fully implement the "Two-Step Declaration" customs clearance model nationwide, building upon earlier pilot programs for reforming and optimizing the clearance process for imported goods. Relevant matters are hereby announced as follows:
The scope of application for the "Two-Step Declaration" customs clearance model shall be extended to all customs offices in China. When handling customs declaration procedures for imported goods, consignees or their agents may opt to adopt the "Two-Step Declaration" customs clearance model via the China International Trade Single Window or the "Internet + Customs" integrated online service platform (https://online.customs.gov.cn).
This Announcement shall come into effect on June 16, 2025. Other relevant matters shall be governed by the Announcement of General Administration of Customs [2025] No. 44.
In the event of any inconsistencies with the GAC's Announcements [2019] No. 127 or [2019] No. 216, this Announcement shall prevail.
The Announcement is hereby given.
